Published guidance is reviewed and amended over time. Standards change, materials are discontinued, and prices move, and a guide that has not kept up is actively misleading rather than merely stale.

For finding a contractor, the reliable approach has not changed. Verify licensing and insurance directly with the issuing body, get at least three written quotes, and ask each firm for recent local work you can look at.
